U have an electrical issue. If water pump was failing then how in god’s creation could the two fans cool the engine down? Check out the circuitry that controls the normal fan operation and you will take care of the issue. Till you find the problem just hot wire the fan motor with an on/off switch.

My 96 was running hot when I was in stop and go traffic. I replaced the thermostat with a 165 high flow from Corvette central and had my mechanic blow all the accumulated dirt out of the radiator and AC condenser. That cleared the issue.
