What causes a cylinder misfire on a 2002 Tahoe?

2002 Tahoe w/ 176000 miles, misfire on cylinder 8 and 7. Replaced intake plenum, did not help. GM dealer said it was catalytic converter plugged. Opened exhaust system to bypass and did not help.
