What causes fuel to spill out of the carburetor?

Rubber particles cause erratic carburetor fuel bowl levels and unexplained flooding. These particles stick to the needle and seat, allowing fuel to flow uncontrolled into the bowl. With the engine running the fuel level at each carburetor should be adjusted. Remove the fuel level sight plug and rock the car to see if any fuel spills out.
