It is located in cavity J01 in the under hood fuse box (Totally Integrated Power Module). The other trailer tow fuses are related to the lights or brake controller and would not affect the 12 volt circuit on the 7-Way connector.

I would check the wiring before the 7 pin. Possibly have a bad wire. May have a bent contact and the trailer connector isnt contacting as well. Wouldnt be too bad to run a thicker gauge wire from the fuse block to the trailer connector. Napa sells wire by the foot. Then you would have a dedicated thicker trailer power. Just ideas.

Fuse #16 (Trailer Tow Battery Charge) under in the engine bay fuse box was missing, so I swapped Fuse#18 (Power Seat, Adjustable Pedals) in for it and still nothing. I also pull a trailer with a runaway trailer brake, and I believe this wire provides the trailer battery to charge, and that would be a good thing to have!
